Romulo L. “Romy” Diaz, Jr.

Romulo L. “Romy” Diaz, Jr. is a dedicated leader with a distinguished career in law, energy, government, and public service. With a passion for driving impactful change, he has helped shape policies, programs, and initiatives that have benefited communities, businesses, and individuals alike.

As the founder of Turtle on Post LLC, a board advisory services company, Romy continues to provide strategic guidance to organizations focused on responsible growth and governance. He currently serves as an independent director of the Federal Home Loan Bank of Pittsburgh and as an advisor to PBJ Marketing, bringing his wealth of experience in regulatory, legal, and financial matters to support mission-driven organizations.

Prior to his retirement from Exelon Corporation in 2020, Romy held key leadership roles at PECO Energy Company, Pennsylvania’s largest electric and gas utility. As General Counsel, he led efforts to secure approvals for the company’s first market-based power purchases, totaling $3 billion annually. Later, as Vice President of Governmental and External Affairs, he championed the development of award-winning energy efficiency programs, helping customers save energy and reduce costs.

Beyond the private sector, Romy has made a lasting impact in government and public policy. As City Solicitor of Philadelphia, he played a critical role in brokering the $800 million expansion of the Pennsylvania Convention Center, the largest public works project in the state’s history. He also led negotiations that resulted in a $55 million auto insurance rate reduction and helped establish a nationally recognized home foreclosure diversion program to protect vulnerable homeowners.

On the federal level, Romy was unanimously confirmed by the United States Senate to serve as Assistant Administrator of the U.S. Environmental Protection Agency (EPA), where he oversaw $6 billion annually in federal assistance programs and implemented financial management reforms that resolved a 20,000-case backlog in grant closeouts. At the U.S. Department of Energy, he led regulatory reform efforts that saved more than $100 million annually and managed international emergency response planning during the 1990-1991 Gulf Crisis/War.
